The high-capacity gun magazine ban goes into effect July 1, 2017, and the language of the ban – contained in SB 1446 – leaves no question as to the limited options for owners of such magazines:
A person who, prior to July 1, 2017, legally possesses a large-capacity magazine shall dispose of that magazine by any of the following means:
(1) Remove the large-capacity magazine from the state (2) Prior to July 1, 2017, sell the large-capacity magazine to a licensed firearms dealer. (3) Destroy the large-capacity magazine. (4) Surrender the large-capacity magazine to a law enforcement agency for destruction.
Brown, a fourth-term Democrat, also signed a bill creating ammunition background checks in the state, which means law-abiding citizens will have to go through a background check for ammunition in the same way they go through a check for firearm purchases.
And, as the Los Angeles Times reports, Brown also signed a “ban [on] the sale of semiautomatic rifles equipped with bullet buttons” and a prohibition against loaning guns to family members – unless said family members also pass a background check.

"I'm sick and tired and I know that the people living in those communities are tired of it (the gun violence)," said Police Superintendent Eddie Johnson on Friday. "If it takes 5,000 officers over the weekend, then it takes that."
Johnson made a similar announcement before the Memorial Day weekend that ended with shootings that left six people dead and 56 others wounded. But on Friday, Johnson said the city had added a number of crime fighting initiatives, including a new policy starting Friday that allows more officers to work overtime. And he pointed to efforts to target the 1,400 people who have been identified as most likely to be suspects or victims of gang violence — including two raids in the last several days that led to more than 100 arrests.....
....According to the department's crime statistics, June ended with 72 homicides and 447 shooting victims, bringing the homicide tally in Chicago to 315 so far this year. That is more than 100 more than the total for the same period last year and puts the city on pace for more than 600 homicides in a year for the first time since 2003. I now have blatant confirmation that I have no moral obligation to follow any law that could be filed under malum prohibitum, even malum in se could be justifiable. The new guidelines are my personal morals and whether or not I will get caught.
