I believe the Scout Rifle concept maybe the most misunderstood concept in the firearms world. It's not a fighting rifle, it's not really a defensive rifle but closer to it. It could be considered the proto-DMR. The idea was, I believe, stolen from the German K98 with the 1.5x forward mounted scope. The Facists intented it as a sniper rifle however I believe their idea of sniping wasn't our idea of sniping. They were dealing with high volumes of moving targets on the eastern front and they needed a DMR. They didn't know they needed a DMR but they knew a rifle with a scope with high magnification easily loses it's target due to the field of view. So these forward thinking yahoos developed the concept of both eyes open shooting with a low powered scope so that you could track your target. Well, why didn't they just mount it over the action, heerrrrr, they're so dumb. No, they weren't dumb and neither was Cooper.
The forward mounted scope was used to facilitate the use of stripper clips. Mag fed guns were not the norm in bolt actions back then and were not reliable with the ones they had. Using the strippers allowed the shooter to top off just as fast as everyone else while still using their optics. It really was the forerunner to what were doing today with both eyes open shooting at fast moving targets.
I've heard it said too many times that the Scout Rifle is a stupid and out dated concept. However, it's exactly what everyone is doing in defensive rifles. The biggest bash is the forward mounted optics. Well, it's much faster to load from the open action than to try and scoot rounds in under the high magnification scope. The next one is the new breed don't hold true to the original concept. Well, that's because technology has evolved, herp. We now have reliable magazine fed bolt actions, reliable semi auto rifles and we now have tough 1x4 scopes with mounts that lock right on to the reciever. They just didn't have the technology 20-30 years ago that we do today.
Cooper was an idiot! Well, was he? He forwarded the concept of the Lion scout which is basically what every guide is using these days. The Thumper? Well, how about the 458 SOCOM. He wanted 44mag power, not the 44mag. The AR-15 chambered in 458 is exactly what he was talking about and is commercially available. Or the Brooklyn Scout, looks like he called the massive restrictions in NY way before that happened and offered a solution. A 30-30 with a forward mounted optic. Well, the Marlin loads from the side you idiot! Well, snarky internet troll, the Winchesters and Marlins can be single fed from the top.
What about the Ruger GSR and the Savage Scout offerings? I think they nailed it. The use of magaziness it directly adheres to rapid reloading by being able to top the rifle and with a forward mounted optic you can still single load. This is right in the spirit of what Copper was intenting and they're still using iron sights.
I also think the Scout Rifle concept was not just about a rifle, it was about a load out. As in the individual was a scout and used a load out appropriate for a Scout. The load was intended to be light, low profile and use small unit tactics. The scout was to support the machine gun, riflemen, snipers and find the enemy for the soldiers. Well, what does that mean for the civilian shooter? Loads. A light load with an effective rifle that reloads rapidly could easily fit any hunter, shooter or any multitude of roles. Using a easily to fit chest rig with a belt that can be tailored to what you're doing that has the basic kit for survial fits about anyones needs and the role/duties they're performing.
Does it have to be a bolt gun, no, not really, Should it be light, yes. Should it be versitle, yes. IF the rifle fits the bill for you while using a light weight rig you're, IMO, pretty much rigged out as a scout. I don't know about you but since I'm one guy, then I'm focusing on scout weight gear and scout style rifles.
Does that mean the Scout is obselete? Or stupid? Not to me.
