This is pretty brutal but it illustrates a load of lessons. Violence of action beats inaction and hesitiation. Distance and physical barriers are your friends. Knives are no joke. You have to read an attacker before they act.

You have to read an attacker before they act. Without a transcript/translation I can't be sure what dialogue took place, but I'll bet they were telling him to submit and he kept refusing. Somewhere in there they most likely told him "drop the knife or we'll shoot". He didn't, and they failed to follow through. That, in my mind, is their biggest F-up. If you have a bad guy cornered and tell him " do x or I will do Y", and he fails to comply....shoot. Don't mess about. Just be sure you aren't making "y" something unlawful given the situation.

Again I can't be sure without a transcript, but based on behavior and body language I'm fairly certain that the perp was a psych case and that may be why they held back so long (too long) from shooting, viewing him as "ill" vs viewing him as "criminal" or "bad guy". This is a mistake made here in the US as well. Now I'm not suggesting we start gunning down the mentally ill the instant they start to act out or have an episode, just that the "why is so and so threatening me with a knife/gun/chainsaw" needs to come out of the equation if that person is closer than 21 feet. At the 21 foot mark the "why" is no longer germane, the equation is reduced to checking backstop, targeting, and emptying the extendos. Rinse, wash, and repeat until the attacker has been stopped and is no longer a threat.
Crazy or sane, the attackers death isn't on you, it's on him.

I think you're probably right on the stabber possibly being mentally ill. From the locale in the background and the demeanor of the police I also got the impression that the officers were more rural rather than urban. Don't know what their education or training is, but they might have some sort of police academy. Then again they might just give them a badge, a gun and a uniform along with a pat on the back with a ' go forth and be a cop' and then they're mostly dealing with traffic offenses, stray cows busting through fences onto other people's property and drunks. The range of professionalism in Central and South America seems to run the gambit from very low to quite high.

Officers who survived an assault by a mentally ill homeless man are on administrative leave after being widely criticized for use of excessive force in a shooting incident which occurred on Wednesday. According to local activists, 47 year old Javier Lobos was a well-known member of the community who never showed any inclination towards violence. Police officers were called to the scene when Lobos was seen wandering in a crowded park while holding a knife. "Those cops showed up and just started rushing around, waving their guns everywhere!" stated a bystander who cited a long history of racism and anti-knife sentiment within the local police department. "Heck, it's no wonder he freaked out! Why didn't they just shoot the knife out of his hand, or use gentle words to convince him to voluntarily submit to mental health evaluation and treatment? I hope all those cops are charged with murder, even the ones who are still in surgery from the knife attack!"
Department leadership has stated they will do everything in their power to publicly crucify the responding officers, while rewriting SOG's to placate liberal mobs and ensure local officers are even more handicapped when responding to dangerous situations in their area of operation. The NAACP, U.S. Department of Justice, and Black Lives Matter issued strong statements approving of such measures."
