I stumbled across this notion a while back whilst having a discussion with a particularly conspirative individual. For those who aren't aware of what this is, Problem - Reaction - Solution (which will be referred to as PRS) is a method of psychological manipulation supposedly used by governments, dictators, and rulers to accomplish agendas that otherwise would be fraught with resistance. In a nut shell, it works like this:
Problem
Once the agenda has been determined, the first step is to reverse-engineer a problem so that the agenda is the solution to that problem. For example, if the agenda is increasing gun control, the problem might be "an increase in gun-related crimes". The interesting part is that the problem doesn't necessarily have to be real, so long as there is a sufficient "perceived problem", the end result is often the same. Concern.
Reaction
The goal of creating this problem is to incite a public concern, but more specifically, one that will make the agenda easier to accomplish. In a way it's like inception; they're setting the stage so that the public comes to the conclusion of their choice, all the meanwhile allowing the public believing it was "their" idea. They do this to the extent that the public proclaims "something must be done!" and that's when they move to the next step.
Solution
Low and behold, they just so happen to have a solution to this particular plight. And guess what, it's that thing they wanted to do, but otherwise wouldn't have been able to do if this problem never arose. Weird. Anywho, they're going to (insert agenda) because it's what we, the people, wanted.
There you have it. Despite my overarching skepticism of this person's POV, the concept of PRS made a disturbing amount of sense to me. So what do you think, is our government guilty of doing this? How about MSM?
