Looking at just short short, I say 8" CMMG light weight ($190) or PSA CHF for $300. 10.5" is optimal for the cartridge. 16 will help with 110 and 125 gr get max speed. Out of mine, I'd say the CMMG because it's very light and short. Runs supers and subs. My 7.5" will not run subs with out a can on it, which is the point of subs anyway.
My 8" dedicated suppressed with the Troy stock is lighter and shorter than a MP5SD without any of the MP5SD issues and I can run a full house carbine load.

Oh, my wife is a foreign national and I totally understand. We got her citizenship 2 years ago and it was a long oppressive process. It pisses me off to no end when people talk about just handing out amnesty or citizenship like it's twinkies.
VISA was tough too, probably cost 6K for the whole road.
